For 1990 there was a separate Irish League in Northern Ireland and League of Ireland in Republic of Ireland, with the Dublin Celts electing to play in the NCMMA – the British Second Level, as well as arranging fixtures against Irish teams.

The Irish League Final (Northern Ireland) and was won 54-3 by the Craigavon Cowboys over the Belfast Spartans. The Shamrock Bowl was then played to decide the best team in Ireland between the Cowboys and Celts, which the Celts won 40-0.

In 1991 an All-Ireland American Football League was re-established, with the Celts, back in the fold winning 44-0 against the Antrim Bulldogs in the Shamrock Bowl.

There were again two Conferences in 1992 (Tara & Mourne) and the Craigavon Cowboys won the Shamrock Bowl for the second time, defeating the Antrim Bulldogs, who disbanded after losing their third Shamrock Bowl in four years.

. This was a period when the initial excitement and popularity for what was a new and exotic sport dissipated and a lot of the original teams folded, although former players went on to form new teams. During this era a new team entered the league each year, but an existing one dropped out, leaving an average of four teams per year.

Dublin Tornadoes won the first of their three Shamrock Bowls in 1993, defeating long-time Irish powerhouses Dublin Celts in the Final 19-2. This was the Celts last match, and the original Irish team folded, although former players went on to form the Dublin Lightning.

The Tornadoes won the next two Shamrock Bowls over the Carrickfergus Knights, who were formed in 1994 out of the Prospect Pumas Junior team. The Knights are still in existence, and are the longest continually running Irish team (The Craigavon Cowboys are older, but were disbanded in the late 1990s and resurrected in the early 2000s).

The Tornadoes won the League again in 1996, but were shocked in the Shamrock Bowl by the Dublin Lightning, the newer Dublin team winning 26-8.
